The Clean Truck Check program kicked into high gear in 2024. However, emissions testing requirements
will not kick in until 2025. Here is a brief timeline of what motorhome owners must do:
2023: If your motorhome operated in California in 2023, you must pay the annual compliance fee for that year.
2024: As of January 31, all affected vehicles, including diesel motorhomes, should have registered in the Clean Truck Check system and paid the 2024 compliance fee.
2025: Emissions compliance testing requirements go into effect. Please note, you may not take your test more than 90 days before your vehicle’s compliance deadline. In most cases, the deadline is the month in which your registration expires.
2026 and beyond: You must pay an annual compliance fee and submit an emissions test.

The ACF regulation sets a pathway to transition medium- and heavy-duty vehicles from diesel engines to zero-emission vehicles (ZEVs) by 2042, aiming for a significant reduction in carbon Bullet listemissions across California.
A $30 compliance fee is required for each qualified vehicle operating in California in 2023. For 2024, if a vehicle’s compliance deadline falls between July and December, an additional compliance fee will be necessary. This annual fee will become a standard part of your CTC compliance obligations.
Regular emissions testing will begin in 2025. Every vehicle in your fleet must undergo testing twice a year. By 2027, the testing frequency will increase to four times a year. Most qualified vehicles will need to pass an OBD test, while pre-2013 engines will require the older opacity test. All tests must be conducted by a credentialed tester.
If your diesel motorhome has a GVWR exceeding 14,000 pounds and is registered in California, the CTC regulations mentioned above apply. You must register your vehicle and pay the compliance fee. However, motorhomes are only required to undergo testing once per year.
CTC requirements extend to vehicles registered outside of California that operate on state highways. You must register every vehicle in your fleet, pay the compliance fee, and receive scheduled emissions tests to continue operating legally in the state.

For California-registered motorhomes, the compliance deadline is aligned with the vehicle’s DMV registration expiration date.
